In 2023, the Department of the Air Force (DAF) transformed its Small Business Technology Transfer (STTR) Open Topic program, creating a groundbreaking opportunity for entrepreneurs and university partners. These changes effectively subsidize the university portion of STTRs, fostering greater university engagement and unlocking increased Department of Defense (DoD) research funding for university partners.

Small businesses can receive up to $600,000 in additional funding by collaborating with universities through a STTR, rather than pursuing a SBIR independently. This incentive should motivate technology entrepreneurs to seek university partners for STTR proposals.

In late 2023, APEX launched its STTReamline(TM) pilot program with 11 universities, including the University of Tennessee, Mississippi State, Ohio State, West Virginia, University of Dayton, and Wichita State. STTReamline(TM) helps universities overcome non-financial barriers to STTR adoption and showcases their research strengths and capabilities to proposing small businesses.
